Paper Submission

Submission guidelines

Prospective authors are invited to submit full papers including results, tables, figures and references (which have not been submitted or published or under review elsewhere) in PDF format in English. The paper should be prepared following the given IEEE template in A4;Two-Column Format ( IEEE Proceedings A4 Format ).The submitted paper should not exceed 6 pages and additional two pages can be added with a charge of 100USD per page. The submitted paper should not include authors name and affiliation to comply with the double-blind review process.The paper should be submitted through the electronic submission portal - Easychair through - Easychair.  If an author doesn't have an Eashychair account, you need to create an account first. Then, log in with the created account. Then, click on the "Submit" sign.

The submitted manuscript will pass through double blinded review by at least three experts selected by the Technical Committee for their demonstrated knowledge of particular topics. Authors will be notified of the review results by email around notification date.

Double-Blind Peer Review Guidelines
The paper selection will follow a double-blind review process, meaning that both the authors and reviewers will remain anonymous during the paper selection process. To facilitate this, authors need to ensure that their manuscripts are prepared in a way that does not give away their identity. That is all authors MUST eliminate names, contact information, and affiliations from the entire manuscript. Moreover, take caution in citing your prior works and avoid acknowledgement of funding sources.

All accepted papers will be published in the conference proceeding by IEEE, and will be included in the IEEE Xplore.

Xplore Compliance Procedure

Note that: Your PDF submission should be IEEE Xplore compliant. Otherwise, your submission will be excluded from Proceedings and IEEE Xplore. To help you meet this requirement, you must FIRST check to ensure that your PDF file is compliant by using the IEEE PDF eXpress system BEFORE you submit your paper to the conference final submission web site.

1. Log in to the IEEE PDF eXpress ^TM site
2. First-time users should do the following:
   
   1. Select the New Users - Click Here link.
   2.  Enter the following:
      
      • 53266X for the Conference ID
      •  your email address
      • a password
   3. Continue to enter information as prompted
3. An Online confirmation will be displayed and an email confirmation will be sent
   verifying your account setup.
4. Previous users of PDF eXpress need to follow the above steps, but should enter the same
   password that was used for previous conferences. Verify that your contact information is valid.

NOTE: checking your PDF file for compliance and submitting your final paper for publication are 2 separate procedures. After using the IEEE PDF eXpress system for file compliance, MAKE SURE to return to the ICT4D 2021 Paper Submission  web site and upload your compliant final submission.
